Muuni Fund
Muuni Fund is a digital innovation and entrepreneurship fund under MACRA that supports and promotes digital innovation and entrepreneurship in Malawi. The Fund is established in line with section 6(2)(f) which encourages introduction of new technologies and communication services in line with recognised international standards and applicable law.
Furthermore, section 6(2)(g) of the Communications Act 2016 which promotes research and development in communications services.
The fund shall:
- support the commercialization of local digital innovations that transition from idea based into small and medium enterprises.
- support research and development activities relating to digital innovation and entrepreneurship in Malawi.
- foster synergy between startups and a licensed stock market, investors, development finance institutions, financial institutions, research institutions, and other related institutions at the national and international level.
Call for applications
A person who has a unique digital innovative idea, product, service or process may submit to the Fund a written proposal in the manner prescribed by the Fund.
The Fund may receive submissions in the following instances -
- after the Fund publishes a call for the proposals;
- upon receipt of unsolicited submissions from the public;
- upon receipt of a request from various stakeholders interested in digital innovation and entrepreneurship; or
- any other instances based on demand.
Incubation programme
A person who has qualified to be considered for admission into the incubation programme shall submit to the Fund the following information -
- a brief description of the innovation demonstrating the novelty of the innovation;
- a business plan comprising a technical plan and a financial plan; and
- other information concerning the proposed startup as the Fund may prescribe.
When assessing the proposals, the Fund shall consider -
- the uniqueness of the proposal;
- the scalability and bankability of the proposal;
- the socio-economic benefits of the proposal;
- the potential of the proposal to comply with the written laws of Malawi; and
- any other consideration as the Fund may deem appropriate.
The Fund shall, within thirty days of conducting the assessment, communicate in writing the results of the assessment to the successful applicant.
A person who has been admitted into the incubation programme shall –
- participate and fully commit to the activities scheduled by the Fund;
- adhere to deadlines set by the Fund;
- provide progress reports at such intervals as the Fund shall prescribe;
- effectively make use of the resources provided by the Fund; and
- comply with any other obligations as prescribed by the Fund.
Acceleration programme
A person who has successfully completed the incubation programme shall be a labelled start-up and shall be admitted into the acceleration programme.
The Fund shall initiate the incorporation of an entity as a limited liability company under the Companies Act. The limited liability company incorporated shall be co-owned by Muuni Acceleration Limited (company incorporated under the Companies Act as a Special Purpose Vehicle to spearhead growth and development of innovative digital start-ups into viable businesses) and the person who has been admitted into the acceleration programme.
A person who has been admitted into the acceleration programme shall -
- enter into, and adhere to, the terms and conditions of an agreement with the Fund;
- adhere to the terms and conditions of the agreements to which he may enter with investors and other financiers;
- permit the Fund to initiate the listing of the company on the licensed stock market; and
- comply with any other obligations that the Fund may consider appropriate
Successful exits
Once a company achieves its targeted growth stage, Muuni Acceleration Ltd will deem the company to have successfully completed the acceleration programme if:
- All requirements and obligations during the acceleration phase are met, and
- The program is completed within the specified timeframe.
Graduates of the program will officially exit the acceleration phase, equipped with the tools and resources needed to thrive beyond the programme.
